INSPECTOR OF WORKS (1 Post) JOB REF: TVO/IOW/011/2019/2

Background information

Tavevo Water & Sewerage Company Ltd (TAVEVO) is a registered company fully owned by the County Government of Taita-Taveta and licensed By Water Services Regulatory Board (WASREB), as a Water Service Provider through a service provision agreement with a mandate to provide water and sewerage services to the entire County of Taita-Taveta.

Tavevo which is an agency of the County Government, is mandated to distribute water and offer sanitation services in Voi, Mwatate, Wundanyi, Taveta towns and its environs.

Project Background

Tavevo Water & Sewerage Co. Ltd has received funding from Water sector Trust Fund to implement Up-scaling Basic Sanitation for the Urban (UBSUP) programme. The project activities will include construction of a Decentralized Treatment Facility (DTF50) in Mwatate sub-county.

To deliver on its mandate, the company seeks to recruit a high caliber, results oriented and self-driven technical professional who will provide leadership and team work in the capacity of the above post.

Duration of the contract: 6 months

Reporting to the Project Manager.

Job Responsibilities

The successful candidate will perform the following duties and responsibilities;

  • Approval of works at site before commencement with consultation with the project management team. (Tavevo and County Government).
  • Keeping daily records of Contractors equipment, personnel and materials at site.
  • Witnessing and approval of material testing with consultation with the project management committee. (Tavevo and County Government).
  • Use survey instruments, metering devices, and test equipment to perform inspections.
  • Inspect all construction processes to ensure that they meet Technical Specifications.
  • Verify alignment, level, and elevation of structures to ensure building compliance.
  • Keep daily logs, including photographs taken during all construction period and share with project manager periodically.
  • Site inspection and supervision of Contractor during execution of the works (excavation, concrete placement, pipe laying and testing etc) to ensure compliance with specification and the contract.
  • Preparation of daily work progress reports.
  • Ensure the contractor Implements the Environmental Management Plan
  • Ensure adherence to general site safety work procedures by the Contractor.
  • Reviewing and assisting the contractor prepare Contractors Payment Certificates
  • Reviewing and assisting the contractor prepare Contractors Method statements and other relevant project documents
  • Preparation of periodical project progress reports.
  • Preparation of project completion report
  • On works completion, ensure Contractor prepares As-built drawings and Operation and Maintenance Manual
  • Undertaking any other duty (for example UBSUP toilet inspection) in relation to the project that may be assigned by the supervisor from time to time.

Qualifications & Knowledge:

Applicants should have the following qualifications;

  • A Diploma in Civil Engineering/building and Construction or related field of study
  • At least 5 years relevant site work experience in supervision of Civil Works preferably water supplies and Sewerage constructions.
  • Computer literacy and familiarity with standards office and Engineering computer applications for example AUTOCAD.
  • Good understanding of Contract Management for Civil Engineering Works.
  • Excellent planning and organizational skills
  • Proven track record in running projects

Project Background

The Water Sector Trust Fund (WSTF), being a pro-poor funding agency and a key player in the Kenyan water and sanitation sector, is implementing the “Up-Scaling of Basic Sanitation for the Urban Poor (UBSUP)” programme in Kenya’s low-income urban areas. The programme, which aims to improve the access of the urban poor to basic sanitation and safe water, focuses on urban sanitation hotspots with a targeted beneficiary base of 400,000.

An important component of the overall UBSUP programme is the social marketing programme which focuses on the social marketing of improved toilets and improved sludge management in the targeted urban low-income areas. Although social marketing will focus on the sale of improved toilets, attention will be given to the various elements of the entire sanitation value chain, including the marketing of the services provided by manual Emptiers and decentralized treatment facilities.

Overall responsibilities

  • Community mobilisation and awareness creation regarding sanitation.
  • Organising and holding public meetings (barazas) and baraza show.
  • Involving opinion leaders in the SafiSan project & SafiSan toilet promotion.
  • Organising and implementing SafiSan Mini Fairs.
  • Organising and holding household and plot-level social marketing sessions.
  • Collecting data and data transfer to the Water Service provider (WSP).
  • Assisting in toilet site identification and selection of appropriate type of toilet.
  • Determining the number of required toilet units.
  • Monitoring construction of SafiSan toilets and providing advice to Local Artisans and customers
  • Training toilets users on toilet use, cleaning and maintenance.
  • Post-construction monitoring of SafiSan toilets to ensure sustainable use.
  • Create awareness on handwashing and Implementing of hand-washing programme at schools.
  • Promote the hygienic management of sludge (collection, transport & disposal).
  • Proactively seek new commercial opportunities for the company including up-selling and cross-selling to existing clientele.
  • Promote and market the business services to potential clients to include proposal writing for tenders.
  • Implement alternative and innovative ideas for achieving new business.
  • Take a lead in sales and marketing services and packages offered.
  • Rate negotiation with relevant suppliers on behalf of the clients.

Required Skills and Competencies:

  • Minimum of 2 years of relevant experience in commercial or social marketing.
  • Certificate in marketing, business administration or related field from a reputable

institution will be an added advantage.

  • Familiarity with various sanitation technologies and demonstrated work experience in implementing hygiene promotion and hygiene education programs.
  • Excellent communication skills, including the ability to explain and present technical information.
  • Experience in capacity building and training of staff and community.
  • At least Diploma with health-related educational background.
  • Experience in hygiene promotion or providing hygiene education.
  • Substantial previous experience, with a satisfactory performance in marketing
  • Understanding of advocacy, beneficiary selection, land and shelter issues.
  • Must be able to prioritize and have excellent multitasking, documentation and reporting skills.
  • Excellent working knowledge in Microsoft Office.
  • Ability to remain focused under pressure with a commitment to work hard and for long hours.
  • Ability to demonstrate basic skills of households and plots engagement and mobilization into practice.
  • Ability to effectively liaise with local government, households, plots and community leaders and other stakeholders and conduct hygiene promotion for households and plots owners.
